Ontario Building Code — Part 9, Section 9.25

The primary regulation governing insulation and air/vapour barriers in Ontario residential construction is the Ontario Building Code (O. Reg. 332/12), specifically Part 9 (Housing and Small Buildings), Section 9.25 (Thermal Insulation). This section sets out the minimum requirements for:

  • Minimum thermal resistance (R-value) by building component
  • Air barrier system requirements
  • Vapour barrier requirements and placement
  • Insulation material standards and installation methods
  • Protection of insulation from precipitation and ground moisture

SB-12: Supplementary Standard for Energy Efficiency

SB-12 is the Supplementary Standard to the Ontario Building Code that establishes energy efficiency requirements for buildings. It defines climate zones across Ontario and sets minimum R-values for each zone and building component. The standard applies to all new construction and to additions or alterations that constitute a "material change" to the building envelope under the Code.

SB-12 was updated significantly effective January 1, 2017, when the minimum attic insulation requirement increased from R-50 to R-60 for Climate Zone 6. The standard is referenced in Part 9 of the Ontario Building Code and is available through the same Ontario e-Laws resource.

Climate Zone 6 R-Value Requirements (Smiths Falls)

Smiths Falls and all of Renfrew County fall within Climate Zone 6 — the coldest zone under SB-12. Minimum R-values for new construction or major renovations are:

  • Attics: R-60 (about 17 inches of blown-in cellulose)
  • Exterior walls: R-23 effective (accounting for thermal bridging through studs)
  • Basement walls (above grade): R-22
  • Basement walls (below grade): R-17
  • Slab-on-grade floors: R-10 vertical + R-5 horizontal
  • Crawlspace walls: R-22

Vapour Barrier Requirements in Ontario

Under Section 9.25 of the Ontario Building Code, a vapour barrier is required on the warm-in-winter side of all insulated building assemblies in Climate Zone 6. The purpose is to prevent moisture-laden interior air from reaching the cold exterior side of the insulation, where it could condense and cause damage.

Key vapour barrier requirements:

  • Minimum 6-mil (0.15 mm) polyethylene sheet
  • Installed on the interior (warm) side of the insulation
  • All joints must be lapped and sealed with acoustical sealant or approved tape
  • Electrical boxes must be sealed with gaskets
  • Penetrations must be sealed at the vapour barrier plane
  • The vapour barrier must be continuous and uninterrupted

Closed-cell spray foam applied at a minimum thickness of 2 inches (approximately R-12 or greater) is recognized as an alternative to the polyethylene vapour barrier under the Code, as it has a perm rating low enough to function as a vapour retarder.

When Permits Are Required

Under the Ontario Building Code Act, a building permit is required for:

  • New insulation installation in any building component
  • Blown-in attic insulation where there was none before
  • Spray foam insulation installation
  • Insulation upgrades that involve changes to the building envelope

Minor repairs or insulation replacement in-kind (e.g., replacing damaged batts with the same material and thickness) may not require a permit, but it is always advisable to check with your local building department before starting work.

Permit Jurisdictions in the Smiths Falls Area

  • Town of Smiths Falls: Building permits for properties within the municipal boundary of Smiths Falls. Contact the Town's building department for applications and fee schedules.
  • Lanark County: Building permits for properties in Tay Valley, Drummond/North Elmsley, Beckwith, Montague, and other surrounding townships. Lanark County administers building permits for all municipalities within the county except Smiths Falls and Mississippi Mills, which have their own building departments.
  • Mississippi Mills (Almonte): Mississippi Mills has its own building department for residents of Almonte, Pakenham, and Ramsay.
  • Perth: The Town of Perth has its own building permit office.

Permit fees for insulation work typically range from $100 to $400 depending on the municipality and project scope. Submit a permit application before starting any work — retroactive permits are possible but may include additional inspection fees.

Regulation Applicability: New Construction vs. Existing Homes

It is important to understand that the minimum R-values in SB-12 apply to new construction and major renovations involving a building permit. Existing Smiths Falls homes are not required to be retrofitted to meet current code standards unless a significant renovation triggers a permit that requires the affected building envelope components to be brought up to code.

However, when you voluntarily upgrade insulation in an existing home, the work must still meet the requirements of the Building Code at the time the permit is issued. The building inspector will verify that the installed insulation meets the minimum R-values for the component being insulated, and that vapour barrier and air barrier requirements are satisfied.
